Since October, 2004, according to the request of Assistant to the President of the Russian Federation S. V. Yastrzhembsky, head of the Interdepartmental working group on Kaliningrad region development issues, the Agency became a coordination platform for functioning of the Permanent advisory council (PAC) of the Group. The task of the REDA is coordination and facilitation of functioning of the PAC.

The agency is a member of the Baltic association of Regional Development Agencies of the BARDI (Baltic Alliance of Regional Development Institutions) – the organisation uniting the regional development agencies of the countries of the Baltic Sea .region. The BARDI is controlled by two basic management bodies – the Board and the Executive Council. Grigory Bunatian, Chairman of the Fund Board, is member of the BARDI Board.

In addition to BARDI, the Agency's partners are:

  • Russian National Research Institute of External Economic Relations under the RF Ministry of Economic Development and Trade, Moscow;

Besides, the Fund took part in the structural organisation of some non-commercial expert associations, such as the investment agency "RDA of the North-Western Federal Area", St.-Petersburg "Forum of donors", and the Advisory Council of the RF North-Western Federal Area.

On 21 October 2004, at the annual assembly of the International association of experts in economic development of territories (IAEEDT). Grigory Bunatian was elected member of the Board of this organisation.

The Agency experts are continuously providing advice to regional and federal public authorities. In particular, the relations between the Fund "Regional economic development agency" and the Committee for development of the Special economic zone at the administration of the Kaliningrad region - Directorate of the Federal target programme of development of the Special economic zone in the Kaliningrad region are regulated by the Agreement signed on 2 December, 1999. According to the Agreement, it is envisaged to carry out expert, consulting, and informational work in the spheres similar to those described above and to achieve professional consensus on development of common positions with the RF Ministry of Economic Development and Trade and tactics of social and economic development of the region.

In the framework of the Cooperation Agreement between the Ministry of economic development and trade of the Russian Federation and the Fund "Regional Economic Development Agency (Kaliningrad)" of 30 March 2000, the Fund is acting as an agency of the RF Ministry of economic development and trade for issues of monitoring of the Federal Target Programme. The Fund presents proposals for improvement of the FTP and of the mechanism of development of the SEZ in the Kaliningrad region, carries out expert examination, and sends to the Ministry its advisory opinions about relevant changes to the legislation and other regulatory documents, submitted to the Ministry by regional authorities, subjects of power and management, ministries and departments, as well as other promoters of initiatives.

In particular, the Ministry of economic development and trade has received concrete support from the Agency experts through:

  • the Departments of regional economy, investment policy, cooperation with international financial organisations of Europe, regional programmes, and commercial policy,
  • Deputy Minister Mr. Sharonov, and
  • Assistant to the Minister Mr. Shipov.

The Fund experts hold regular operative consultations and cooperate with the following public structures:

  • Administration of the President of the Russian Federation,
  • Working group led by Adviser to the President of the Russian Federation S. V. Yastrzhembsky,
  • RF Ministry for Foreign Affairs,
  • Office of the Plenipotentiary Representative of the RF President in the NWFA,
  • Working Group on the Law about Special Economic Zones at the Ministry of Economic Development and Trade of the RF,
  • Interdepartmental working group on the amber industry at the Ministry of Economic Development and Trade of the RF,
  • Commission on harmonisation of the Russian and European legislation at the Kaliningrad regional Duma,
  • Interdepartmental Working Group (under the RF Ministry of Construction and the RF Ministry of Economic Development and Trade) for implementation of pilot projects in the field of energy and communal infrastructural facilities.
