During the activity of the Agency, several Russian and international economic projects relating to development of the Kaliningrad region, were successfully implemented, and the Agency acted in them as partner of leading consulting structures of Europe. Here are just a few of the accomplished international projects:

• "Support to transformation of the Kaliningrad region into a pilot region" (2002, total budget: $144,000);
• "Fiscal Transparency as a Means to Improve Investment Climate in the Kaliningrad Region" (in Russian) (2002, total budget: $140,000);
• "Kaliningrad energy study (in Russian) (2001 - 2002, total budget: $500 000);
• "Support to Development of Trade and Investment in the Kaliningrad Region" (2002, total budget: $1,000,000) .

At present, the project under implementation is EUROPEAID project "Support for the Regional Development of Kaliningrad" (end of project: 2005; budget: 3,000,000 Euro).

The Agency carries out these and other activities for the account and within the limits of funds allocated from the federal budget in the framework of the FTP, and at the expense of other budgetary and off-budgetary revenues. The Agency has won a number of tenders, carried out by the Ministry of Economic Development and Trade, for implementation of scientific/technical work, relating to development issues of the Kaliningrad region. In 2003, the Fund did the analytical work "Forecast of social and economic development of the Kaliningrad region in the period up to the year 2005" (in Russian) (Public contract No. 22.21.1. of 23.06.2003).

The experts have completed and submitted for hearing to the Duma of the Kaliningrad region and are issued as economic bulletins reflecting the results of studies on the following themes: "Prospects of foreign-trade regime in the Kaliningrad region: the present and the future", "Increase of export potential and competitiveness of Kaliningrad companies", "Investments In the Kaliningrad region: diagnostics of the status, measures of support, and influence on investment climate in the region", "Regional policy in the border areas of Poland and Lithuania: purposes, mechanisms, experience for Kaliningrad region", Competitiveness of enterprises in Kaliningrad region: analysis of macro- and micro-economic factors,
"Kaliningrad on the labour market map of the Baltic region", "Progress of implementation of the Strategy of socio-economic development of Kaliningrad region as a region of cooperation for the period till the year 2010".

The Agency is conducting the work on development of the Concept of the Kaliningrad region as a pilot region within the framework of the project implemented by the East-West Institute. Together with the Pan-European Institute of Turku University of Business and Economics (Finland), the Agency works on the study of the basic trends in the development of economy, labour market, and social sphere of the Kaliningrad region.

Alongside with the "Business Expert" centre and Kaliningrad Institute of International Business, the Agency participates in the implementation of the European Union project for development of innovative small and medium-size enterprises in the Baltic area of Russia. In the framework of the project, the Agency is participant of the informal network of the organisations of the North-West of Russia, rendering assistance to small innovative enterprises.

The Agency’s activities are also directed at practical issues of assistance to foreign investors, planning to implement investment projects in the territory of the Kaliningrad region. During the year 2003 and in the beginning of 2004, the Agency employees provided information and consulting support to several potential investors from Sweden, Great Britain, Germany, and Poland (selection of variants of location of enterprises, assistance in the search of partners, general economic and legal information).

Thus, besides close relations with the public sector, it is also necessary to highlight the horizontal relations of the Agency with other regional organisations and enterprises. It can be stated, that the Agency has established close partner relations with leading consulting firms and companies in Kaliningrad and other Russian regions. The activity of the Agency in the market of consulting services is undoubtedly relating to the key directions of development of the organisation.
