General Information
Business Information Centre on EU legislation of Kaliningrad Regional Development Agency (hereinafter referred to as BIC) was established in 2004 to
provide informational support and services to entrepreneurs and business circles of Kaliningrad region, interested in doing business in EU countries.
BIC
was setup in the framework of the EUROPEAID project "Support for Regional Development of the Kaliningrad" and is a structural unit of the Regional Economic
Development Agency.
BIC provides complete package of services to representatives of regional business in the field of legal advice on legislation in the
EU and individual European countries, advice to its own experts on the issues of law enforcement practice in the EU, and business partner search in Russia
and in the EU.
BIC is the regional representative of "Kompass" international information group – a modern partner search tool with the capacity of providing
detailed information on any of 1 800 000 companies and placing information about your company in print and electronic registers published in 75 countries
of the
world.
BIC is a member of the Russian Technology Transfer Network (RTTN), which incorporates S&T and innovation centres of Russia. The Network is
an element of innovation infrastructure allowing efficient dissemination of technological information and partner search for implementation of innovation
projects
and technological exchange.
Main objectives of BIC are:
- Informational support to export-oriented regional companies;
- Legal support to regional companies in the implementation of export-import transactions;
- Creation of civilized business environment in Kaliningrad
region;
- Enhancing the level of legal knowledge and legal responsibility of regional entrepreneurs.
- Partner search for purposes of commercial and technological
cooperation.
BIC staff is a highly professional team of experts specialised in the field of international private law and European law, with extensive practical
working experience.
The main BIC partners are EuroInfoCentre (Kaunas, Lithuania), Sorainen Law Offices (Helsinki, Finland), Kaliningrad Business Centre

Kuznetsov Sergei Nikolaevich, born in 1975, higher education (economics), post-graduate study at Kaliningrad State Technical University. Field of specialisation:
professional economist and financier, expert in investment projects ad business planning. English speaking. Extensive experience in banking system and
international projects.
Administrator of BIC
Rodin Alexei Vladimirovich, born in 1984, higher education (law) (I. Kant State University of Russia). Field of specialisation: European private law,
information systems. 3 years of experience in international projects.
