The agency carries out a wide spectrum of expert, consulting, and information work in the field of social and economic development of the region, orienting itself to the needs of authorities of different levels and business of the Kaliningrad region.

In the framework of a number of agreements on cooperation between divisions of the Ministry of economic development and trade of Russian Federation (MED&T) and the Agency. The latter is carrying out:

• consultancy to the MED&T on many issues of regional development;
• analytical work and research in the sphere of territorial economic development;
• preparation of proposals for improvement of the legislation in the field of social and economic development of the Kaliningrad region.

Consulting services are also provided to other authorities, among which are:

• Administration of the RF President;
• Staff of the Plenipotentiary Representative of the RF President in the North-Western Federal Area of the Russian Federation;
• Ministry of Foreign Affairs of the Russian Federation.

One of the forms of interaction of the Agency with the authorities is participation in the activities of working groups set up at the authorities and managements, charged with regional development responsibilities.

The agency actively cooperated with the Working Group, created in 2003 under the President of the Russian Federation and led by I. I. Shuvalov, and the Centre of strategic studies for complex development of development of the Kaliningrad region. Within the framework of this work, a number of informational and analytical materials have been prepared, such as

• the analytical review "Evaluation of investment attractiveness of the Kaliningrad region";
• the informational expert bulletin "Accession of Russia to the World Trade Organisation. The Kaliningrad aspect ";
• the Analytical note "Basic motivation of investors and the most perspective sectors and kinds of economic activities in the Kaliningrad region";
• the Information reports "Amber industry in the Kaliningrad region", " Ship-building industry in the Kaliningrad region", "Transport complex of the Kaliningrad region", " Agriculture in the Kaliningrad region".

The Agency participates in development and updating of the regulatory/legal acts and programmes, aimed at social and economic development of the region, including the Federal target programme of development of the Kaliningrad region for the period till the year 2010; the federal law "About the Special Economic Zone in the Kaliningrad region", and the Strategy of social and economic development of the Kaliningrad region as a region of cooperation for the period till the year 2010".

The main principle of the Agency’s activity in this direction is achievement of consensus among the key participants of regional economic development of the Kaliningrad area of a various level, achievement of balance between the priorities of federal policy towards the Kaliningrad region and the interests of the regional community, taking into account the special position of the region and tasks of development of the Russian - European relations.
