This section presents the basic regulatory/legal documents, determining the social and economic development of the Kaliningrad region.

• "Strategy of social and economic development of the Kaliningrad region as a region of cooperation for the period till the year 2010"

The Strategy of development of the Kaliningrad region was developed during the period from May 2001 to March 2003. All basic subjects of the regional policy took part in this work: the Kaliningrad authorities, the Association of municipalities, the Public Chamber of the Kaliningrad region, key regional business associations, territorial bodies of trade unions, etc.

The teamwork resulted in the formation of the voluminous and significant document: the Strategy of social and economic development of the Kaliningrad region as region of cooperation for the period till the year 2010, and in signing (on 19 April, 2003) of the Declaration on strategic partnership for implementation of the Strategy.

• Federal Target Programme of Development of the Kaliningrad Region till the Year 2010

  The Federal Target Programme (FTP) of Development of the Kaliningrad Region up to the Year 2010 is one of the basic tools of State policy in respect of social and economic development of the Kaliningrad region.
  Status: The FTP of Development of the Kaliningrad Region was approved by Directive of the Government of the Russian Federation No.866 of 7.12.2001 (current version: Directive of the Government of the Russian Federation No.388 of 06.06.2002).
  Public sponsor of the Programme: Ministry of economic development and trade of the Russian Federation
  Programme implementation period: 2002-2010.
  FTP total budget: 93.05 billion rubles (in 2001 prices). The planned volume of funding of the federal budget amounts to 7.8 billion rubles (8.41 % of the total budget of the FTP).
  The overall goal of the Programme is "creation of conditions for sustainable social and economic development of the Kaliningrad region comparable to the level of development of the adjacent countries, and favorable investment climate in the region for rapprochement of Russia and the European community".

• Federal Law "On the Special Economic Zone in the Kaliningrad Region"

  The Federal Law "On the Special Economic Zone in the Kaliningrad Region" No.13-FZ of 22 January 1996 determines the legal and economic framework for creation and operation of the Special Economic Zone in Kaliningrad region.
  The Special Economic Zone (SEZ) is established in order to create favourable conditions for acceleration of social and economic development of the region, improvement of the living standards, based on development of trade, economic, scientific, and technical cooperation with foreign countries, provision of conditions for attraction of foreign capital, technologies and administrative experience, of Russian enterprises’ potential, and increase in export capacities of the region.
  The Special Economic Zone, where free customs zone regime is in force.
  According to the Law, a special, preferential regime of investments and enterprise activity, including external economic activities, is established in the SEZ, compared with normal Russian economic conditions.
