The Agency carries out - on a constant basis – consulting and informational/analytical services to the authorities of federal and regional levels, including:

• Ministry of economic development and trade of Russia;
• Administration of the President of the Russian Federation;
• Staff of the Plenipotentiary Representative of the President of the Russian Federation in the NW Federal Area;
• Ministry of Foreign Affairs.

One of forms of interaction of the Agency with the authorities is participation in the activities of the Working groups at various authorities and managements for the regional development issues.

Examples of activities, carried out by the Agency:

• Development of recommendations for identification of priorities of the programme of economic development of the Kaliningrad region.

The work was carried out at the request of the Administration of the Kaliningrad region in the framework of EuropeAid/114287/C/SV/RU project "Support for regional development of Kaliningrad". The work resulted in the formulation of the document "Priorities of the programme of economic development of the Kaliningrad region", which contains the recommendations for identification of priorities of regional development and examples of possible priority system models for Kaliningrad region, based on European experience of territorial economic development.

• Development of a recommendation on the Concept on Federal Policy towards Kaliningrad

The work was carried out in the framework of EuropeAid project and was aimed at preparation of general recommendations for federal authorities in a wide range of directions of federal policy towards Kaliningrad region. The results of the work are presented in the document "Recommendations on the Concept of Federal Policy towards Kaliningrad".

• Development of recommendations for updating of the Federal Target Programme "Recommendations for updating of the Federal Target Programme of development of the Kaliningrad region (FTP DKR) up to the year 2010"

The work was carried out in the framework of EuropeAid project in close dialogue with the Ministry of economic development and trade of Russia. The results of the work are presented in the document "Recommendations for updating of the Federal Target Programme of development of the Kaliningrad region till the year 2010". Practical steps for improvement of the Programme management are described and examples of possible mechanisms of the programme implementation are presented in the document, including the management structure, the projects selection system, the evaluation and monitoring of the Programme results.

• Preparation of the Integrated plan of actions of the Administration (KPDA) of the Kaliningrad region in 2005-2007 for implementation of the Strategy of social and economic development of the Kaliningrad area as a region of cooperation for the period till 2010

The work was carried out in the framework of EuropeAid project and was aimed at providing scientific - methodological and organisational support to the activities of the Administration for implementation of the Strategy of development of the Kaliningrad region. The development of the KPDA was initiated by Decision of the Administration. The Integrated plan of actions of the Administration (KPDA) of Kaliningrad region in 2005-2007 for implementation of the strategy of social and economic development of the Kaliningrad region as a region of cooperation for the period till the year 2010 is an administrative document, prescribing the main directions of actions for the Administration units, public enterprises and institutions. The KPDA is used to support the purposes of expenditures from the Kaliningrad regional budget. It facilitates introduction of target budgeting elements and indicative rolling scheduling, and helps orienting the Administration’s actions to achievement of the Strategy goals.

• Development of Recommendations for selection of projects for the Federal target programme of development of the Kaliningrad region for the period till the year 2010

The Recommendations for selection of projects for the Federal target programme of development of the Kaliningrad region for the period till the year 2010 were prepared in the framework of the EuropeAid project è aimed at improvement of the quality of planning and evaluation of the FTP implementation. The document contains the proposed model of evaluation and selection of projects for the Federal target programme and practical steps for introduction of the proposed model.

• Development of recommendations for improvement of the legislation regulating innovations
  
  
• Development of methodological recommendations for creation of municipal funds of support to small business
  
  
• Development of methodological recommendations for development of municipal programmes of support to small business in the territory of Kaliningrad region
  
  
• Development a package of draft laws for improvement of Kaliningrad regional legislation, regulating public forecasting and planning of social and economic development of the Kaliningrad region.
