Industry. Estimated industrial output (work, services) in established prices (without VAT and excise tax) amounts to 55.0 billion rubles, which makes up 125.8% of the level of 2003. The volume of industrial production of the following industries exceeded the level of 2003: enterprise of mechanical engineering and metalworking by 65.4 %, forestry, woodworking and a pulp-and-paper industry by 11.4 %, food-processing industry by 11.1 %, fuel industry by 9.3 %, and production of construction materials by 8.9 %. The output of passenger cars increased by 72.6%, electric-welding equipment by 50.0%, polymer film by 49.5%, heating equipment by 45.1%, refrigerating equipment by 32.2%, construction bricks by 17.5%, cardboard by 11.0%, marketable wood pulp by 2.8%. The petroleum extraction increased by 9.4%. The production of cereals increased 7.1-fold, semi-finished meat products by 60.2%, meat preserves by 35.8%, sausages by 32.8%, canned or preserved fish and other seafood products by 18.3%, fat cheeses 11.6 %, confectionery products by 5.5%, whole-milk products by 4.5%. Among the goods of cultural and household commodities, the output of electro-vacuum cleaners, TV sets, washing machines, household clocks, chairs, tables, wardrobes and bookcases, toilet paper, general-purpose notebooks, and jewelry has increased.

Construction. Four hundred and eighty-six buildings were commissioned with the total construction volume of 1672.5 thou. cu. m (14.9% above the level of the year 2003), total area of 386.9 thou. sq. m (10.1% more). Sixty-one non-residential buildings were commissioned with the general construction volume of 547.6 thou. cu. m total area of 92.7 thou. sq. m. The organisations of all forms of ownership put in operation 425 apartment houses, or 2,569 new comfortable flats, with the total area 244.5 thou. cu. m (5.2 % more than in 2003), including houses in rural areas 34.4 thou. sq. m (52.3 % above the level of 2003). Under construction contracts, the executed amount of work made up 9.8 billion rubles, or 103.6 % of the level of 2003.

Transport. 3.4 million tons of freight was carried (forwarded), which was 5.6% more than in the previous year. The freight turnover of the transport enterprises made up 4.2 billion. t-km, or 105.8% of the level of the year 2003. Transportation of passengers in the region made up 197.0 million persons and decreased in comparison with the similar period of last year by 1.8%.

Telecommunications. The total amount of telecommunication services provided by the organisations is estimated (less VAT) at 2.8 billion rubles, including services to the population 1.7 billion rubles. The total volume of telecommunication services rendered by the organisations is estimated (without the VAT) at 2.8 billion rubles, including services to the population – 1.7 billion rubles. In comparison with the similar period of 2003, their total amount in comparable prices has increased by 9.8 %, and the volume of services to the population has increased by 2.2 %.

Agriculture. The estimated gross agricultural production in the region in 2004 made up 7.2 billion rubles, or 104.0% of the level of 2003, out of which: plant growing 4.0 billion rubles, or 107.4%, animal breeding 3.2 billion rubles, or 100.2%. Last year, 287.4 thou. tons of grain was harvested, 133.9 thou. tons of potatoes, and 81.5 thou. tons of vegetables, which made up 130.6%, 87.2%, and 88.5%, respectively< against the levels of 2003. The yield of grain cultures from one hectare of harvested area (in terms of weight after processing) made up 27.1 centners , or 118.3% of the level of 2003, the yield of potatoes was 104.6 centners (94.4%), vegetables 239.6 centners (101.1%). According to the estimates, in 2004, farms of any categories produced 40.8 thou. tons of meat, 190.5 thou. tons of milk and 185.8 million pieces of eggs. Compared with the year 2003, the production of meat decreased by 5.8%, eggs by 9.9%, while the production of milk increased by 1.1%. On 1 January, 2005, there were 101.2 thousand heads of black cattle, 38.6 thousand heads of pigs, 36.1 thousand heads of sheep and goats, and 2143.3 thousand heads of poultry in the farms of all categories. In comparison with the results of 1 January 2004, the number of cattle has decreased by 13.6 %, pigs by 17.5 %, sheep and goats by 4.1 %, and the livestock of poultry has increased by 6.3 %. In 2004, the agricultural enterprises produced on average 3121 kg of milk per one cow, which was 25.3 % (on 631 kg) more than in the previous year. Calculated per 1 laying hen 259 eggs were received, which - on the average - made up 95.2 % of the level of 2003.In 2004, in comparison with 2003, agricultural enterprises delivered 10.9 % more grains and 10.8 % more milk. The quantity of produced cattle and poultry (live weight) as well as eggs was 2.8 % and 12.8% less, respectively.

Consumer market. The retail sales turnover made up 28.8 billion rubles, which in commodity weight is 16.7 % above the level of 2003. The share of unregistered (informal) trading activity (sales of commodities on the industrial-goods, mixed, and foodstuff markets) was 8.2% of the total retail trade turnover. Accordingly, 91.8% of the volume of retail sales of commodities to the population is generated by trading enterprises and organisations. The public catering turnover in all branches of economy made up 1.1 billion rubles, or 104% in comparable prices v. previous year.
The total amount of paid services provided to the population of the region through all distribution channels is estimated at 9.2 billion rubles, which, in comparable prices, is 4.2 % more than in the similar period of 2003.
In the sphere of consumer services, higher demand of the population for services of repair and construction of housing and other structures, photography, motor-vehicles repair and maintenance services, repair and making of footwear, repairs of household radio-electronic equipment, household machines and devices, repair and manufacturing of hardware was registered.

Prices. Inflationary processes proceeded in all economic sectors in the region. In December 2004, in comparison with December 2003, the consumer prices (tariffs) grew up by 11.7 %, including foodstuffs - by 14.7 %, non-food products by 5.2 %, paid services to the population by 15.0%. The cost of the minimal set of foodstuffs in Kaliningrad region in December 2004 made up 1315.96 rubles per month and in comparison with December of the previous year it increased by 19,4 %: in Kaliningrad it was 1355.19 rubles (+ 19.7 %), in Zelenogradsk: 1341.88 rubles (+ 19.0 %), in Cherniahovsk: 1176.84 rubles (+ 19,5 %), and in Sovetsk: 1226.40 rubles (+ 16.8 %).

Public finance. According to the operative data of the General Department of Budget and Finance of the regional Administration, in January - November, 2004, the revenues to the consolidated regional budget made up 9952.4 million rubles and expenditures 9814.9 million rubles. The budget surplus resulted in the amount of 137.5 milion rubles.

Receipts of basic taxes and other obligatory payments to the budgetary system during January-November 2004, according to the operative data of the Kaliningrad regional Department of the Federal Tax Service of the Russian Federation reached 11558.6 million rubles. For this period, 7141.0 million rubles was received by the consolidated budget. On 1 December 2004, the tax-related debts to the budget made up 1826.million rubles, of which 53% were due to arrearage.

Financial activity of enterprises and organisations. For January - November 2004, positive consolidated financial results (profit minus loss) the organisations (except for subjects of small business, agricultural enterprises, budget-funded organisations, banks, insurance and other financial/credit institutions) reached 5.1 billion rubles (for the similar period of 2003 it was 4.5 billion rubles).

Status of payments and settlements in enterprises and organisations. On 1 December 2004, the accounts payable made up 30.8 billion rubles, of which overdue payables made up 3.9 billion rubles, or 12.5% of the total volume of accounts payable. The accounts receivable made up 18.1 billion rubles, of which overdue receivables made up 2.1 billion rubles, or 11.6 % of the total volume of accounts receivable.

Standard of living and income of the population. In January-November 2004 the monetary income of the population comprised the amount of 46,1 bn. roubles, which is an increase of 20,9% as compared to January-November of 2003, the monetary income made up 48,8 bn. roubles and made an increase of 22,9%. The fact that expenses made by the population exceed their income is related to the decrease in personal savings of the population, and is partly covered from the monetary income earned in other regions. The real monetary income of the population made up 108,2% of the January-November 2003 level.

Per capita monetary income in January-November 2004 were on average 4413,5 roubles per month, which is an increase of 21,5% as compared to the same period of the previous year. The real per capita monetary income went up by 8,7%.

The subsistence wage set by General Department of Labour and Social Development of previous Kaliningrad Regional Administration according to procedure of 28.04.2000 of the Russian Ministry of Labor and the Federal State Statistics Service and set by a the Regional Administration’s regulation in the 3rd quarter of 2004, made up on average 2633 roubles per capita per month.

In January-November 2004 the average wage at enterprises, organisations and institutions in the region were at the level of 6046,4 roubles. As compared to the same period of 2003 this made up an increase of 28,9%. The real wage of an employee adjusted with the consumer price index went up by 15,4 during this period.

As of January 1, 2005, 19 enterprises from the leading economic sectors of the region had wage arrears in the amount of 5,5 mln. roubles. As compared to January 1, 2004, the total arrears decreased by 67,8%.

Employment and unemployment. At the end of 2004 the working age population was estimated at 446 thou. people, or 47% of the total population. 418,2 thou. people were busy in the economy, 27,8 thou. were not occupied but were actively looking for job. Number of registered unemployed was 9,1 thou. people (at the end of 2003 – 8,6 thou. people).

The overall level of unemployment at the end of 2004 reached 6,2% of the working age population, registered as unemployed – 2% (at the end of 2003 – 9,1% and 1,9% respectively).

Strikes. According to data submitted by enterprises and organisations of the region, there were no strikes in 2004.

Healthcare system. According to data of the Regional Centre of Sanitary and Epidemiologic Control the number of infection disease cases in 2004 was at 191,3 thou., which, calculated per 100 thou, people, is 17,6% lower than 2003 level. At the same time, the number of acute viral hepatitis cases went up by 49,9%, and of active tuberculosis (registered for the first time) - by 14,0%.

Demographics. As of January 1, 2005, the calculated size of the population was 944,2 thou. people, and went down by 5,4 thou. people since the beginning of the year.

In January-December 2004, 9046 people were born, and 17370 people died. The natural population loss was 8324 people, which is 0,2% less than in January-December 2003.

The number of people arrived into the region decreased by 14,5%, those left the region – by 16%, migration surplus is 2902 people, which is 235 people (or 7,5%) less than in January-December 2003.

Offences. According to data of the Directorate of Interior of Kaliningrad region, 24,2 thou. offence have been registered in 2004, which is a 7,4% rise as compared with 2003.

Crime detection rate is 59,1% as compared to 65,3% in 2003.
