In recent years, the economy of the Kaliningrad region shows highly positive dynamics, exceeding the Russian national parameters. The growth rates of
the gross regional product made up 14.4% in 2000, 6.0% in 2001, 10.1% in 2002, and 9.0 percent in 2003. The region surpassed the average level of dynamics
of most major economic parameters.

Despite the appreciable development of the sphere of services in the gross regional product of the Kaliningrad region, the real- sector branches continue
to prevail. Thus, the share of the industry makes up about 40 % of the GRP. The share of trade is rather small (15 %), but it continues to grow. From
the point of view of contribution to the GRP, the industrial production and the trade are followed by transport, agriculture and construction.
In the industry of the region, the leading part is historically played by the branches of the fuel/energy complex (electric power industry and gas/oil
extraction), the food-processing industry (first of all, fishery and fish processing) and mechanical engineering. Their share in the total industrial
output is over 70 %. An essential role is played by the woodworking and the pulp-and-paper industries, too.
The dynamic development of economy in Kaliningrad region provided conditions for substantial changes in the structure of its industry. The rapid growth
of assembly lines in the machine-building sector has led to the situation, where each third television set and each third electric vacuum cleaner
in Russia are assembled in Kaliningrad region (in 2003 35.8 % and 33.3 %, respectively). The fishery and fish-processing sector have been slightly giving
ground lately. Nevertheless, in 2003, this industry in Kaliningrad region produced nearly 30% of the total quantity of canned fish and preserves
produced
in Russia.
The Kaliningrad region is among the leading Russian regions in terms of the basic parameters of development of small business. So, in 2003, the share
of small enterprises in the GRP exceeded 22 %, whereas in the country as a whole it made 12 %.
The Kaliningrad region also surpasses the average level of the Russian regions with respect to the provision of banking infrastructure. At the
end of 2003, 14 region’s own banks and credit organisations as well as 26 branches of banks from other regions were working in the region. However,
it
should
be recognized, that in the Kaliningrad area and across all Russia, the banking infrastructure is still rather weak and not sufficiently effective.
The specificity of the economic situation in the Kaliningrad region is in a considerable way determined by the Special economic
zone regime.
