The Special Economic Zone (SEZ) in Kaliningrad region is the major economic mechanism, determining the regional development. The Special Economic Zone
(SEZ) in Kaliningrad region is the major economic mechanism, determining the region’s development. To a great extent, it is an instrument for indemnification
of the region’s exclave position. Kaliningrad SEZ was first of such zones really working in Russia based on a special management regime. As far back
as 1991, the region received the status of a free economic zone ("Amber" FEZ). In 1996, according to the
Federal law "About
the special economic zone In Kaliningrad region" (pdf, 46 Kb), it was transformed into a special economic zone.
In accordance with legislation, economic
activity in the SEZ has the following advantages:
- goods, produced on the territory of the SEZ and exported to other countries are exempted from paying customs duties and other dues at the time
of customs registration of goods;
- goods, imported from other countries into the SEZ, are exempted from paying import customs duties and other dues,
collected at the time of customs registration of goods;
- goods, produced in the territory of the SEZ and carried out to other parts of the Russian
Federation (including the territory of the Customs Union), are exempted from import duties and other charges.
- goods imported from other countries
into the SEZ and then carried out to the other regions of the Russian Federation, and to the territory of the Customs Union, are subject to payment
of import duties and other charges in the process of customs clearance of the goods;
- goods certificated as originated in the SEZ of the Kaliningrad
region and exported from the customs territory of Russia, are not liable to the rule, stipulating obligatory sale of received currency proceeds from
export with the purpose of sale-and-purchase.
