Public investment priorities
The Federal target programme of development of the Kaliningrad region for the period till 2010 (the Decision of the Government of the Russian Federation No.866 of 7 December 2001 as amended on 06.06.2002 by the Decision "About the Federal target programme of development of the Kaliningrad region for the period till 2010") covers the following priority directions:
- development of the transport complex;
- ensuring of stable functioning of the fuel/energy complex in the region;
- improvement of the communication and telecommunication systems;
- creation of conditions for development of the tourism and recreation complex;
- solution of environmental problems;
- development of the social sphere;
- development of scientific, technical, and innovative potential;
- improvement of the investment climate and conditions for entrepreneurship activities activity.
Regional priorities of economic development
- development of companies in the Kaliningrad region with a high growth potential (including development of their export capacities)
- creation of conditions for attraction of investments into the region
- increase in the number of new companies
Foreign investors' priorities
The most attractive branches for foreign investors are "Industry", "Trade and public catering", "Logistics and distribution". In the industry, the biggest investments were made in the fuel industry (89.4 % of all investments in the industry), in the food industry (6.1 %), and in the nonferrous metallurgy (2,7%).

Infrastructure development priorities
A large number of projects of assistance to development of the regional infrastructure are being implemented in the Kaliningrad region.
